Minor Judiciary

Administration of the 18 Minor Judiciary District Courts located throughout Bucks County. General administration, management and logistical support for the operation of the Magisterial District Courts, the facilities and indirect supervision of clerical staff. Coordinates with office of District Attorney, Public Defender, Clerk of Courts, Prothonotary and Register of Wills (for marriage license applications).

The office prepares the annual budgets for all Magisterial District judge offices (staff, supplies, service and capital) except the salary of the District Justice who is a state elected official and paid by the Commonwealth of Pennsylvania through the Administrative Office of Pennsylvania Courts. Monitors revenue and controls expenditures. Initiates all purchases, provides supplies and equipment, arranges for vendor services, expedites payments and maintains inventory of assets.

The office is responsible for maintaining a viable cadre of tested and trained clerical staff for assignment to the district courts. Training is provided on all dockets as well as special and on-call trainee sessions are conducted and coordinated by this office.

The Financial Management Unit (FMU) of this office conducts procedural audits, attends all audit conferences and prepares replies to the County Controller, State Auditor General and Department of Revenue. The FMU is responsible for installation of internal control procedures, financial performance, banking, deposit analyses, reconciling undisbursed funds, revenue analysis of collections, and credit card operations.

Administrative assistance is provided to the Magisterial District Judges, and Senior Magisterial District Judges, through preparation of court orders for on-call, vacation, continuing education, illness, recusal hearing assignments, consolidation and reassignment of cases. Additionally, facility services are coordinated through this office for adds/moves/changes of furniture and equipment, repairs, planned and emergency, signs, janitorial, upkeep to building heating and A/C equipment, lawn care and snow removal.
