Sex Offender Who Raped Boy Sentenced to 20 to 50 Years in Prison

A repeat sex offender who pleaded no contest to raping a young boy in Morrisville was sentenced today to serve 20 to 50 years in state prison.

Richard Evans, 35, had been declared a sexually violent predator in 2015 after being convicted of indecent assault on a 9-year-old girl and endangering the welfare of a child. That designation required him to register his whereabouts with state police for the rest of his life.

After being released from prison in December 2016, Evans failed to register with police, and was arrested shortly afterward. While police were investigating that offense, a 12-year-old boy disclosed that Evans had raped him when the boy was a fourth-grader.

In a January 2017 interview with police, Evans admitted showing the boy pornographic videos, and having anal and oral sex with him.

Deputy District Attorney Kate Kohler and defense attorney Paul Lang agreed to a negotiated plea in which Evans would serve a total of 20 to 50 years for the sex offenses, his failure to report, and his parole violations.

Bucks County Common Pleas Court Judge Raymond F. McHugh accepted Evans’ plea and imposed the negotiated sentence, saying it “certainly reflects the gravity of the offenses.” McHugh said he believed there is great risk that Evans would commit another crime if not imprisoned for a long amount of time.

In addition to his adult crimes, Kohler said, Evans had been adjudicated delinquent as a juvenile in 1999 for indecent exposure.

The case was investigated by officers from the Morrisville Borough, Bensalem Township and Falls Township Police Departments.
