POSITION SUMMARY:

Acts as the point of administrative coordination between the County and outside vendors and telecommunication services providers relating to the provisioning of 9-1-1 services and maintenance of addressing databases.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Liaison with local exchange carrier (LEC) and CLECs for address verification and troubleshooting.
  • Day-to-day maintenance of Master Street Addressing Guide (MSAG) in coordination with LEC, and maintains LEC and CLEC files.
  • Sound working knowledge of all production software in order to be effective at data base building, data processing, and map production using ArcMap and ArcCatalog environments and any combination of ESRI’s desktop products and extensions.
  • Capable of working with ESRI personal and enterprise geodatabases, including managing edit sessions in a versioned geodatabase environment.
  • Develops, enhances and maintains an accurate GIS database.
  • Liaison between the County’s Planning Commission and the Department.
  • Understanding of cartographic design principles and best practices, including data classification techniques, data symbolization, color selection, label placement, and map layout in order to create appealing maps that communicate effectively.
  • Ability to read and comprehend complex instructions and programs.
  • Working understanding of NG911 core services and geospatial call routing and delivery.
  • Other duties as assigned.

QUALIFICATIONS REQUIRED:

  • Bachelor’s degree in computer sciences, GIS, public safety, or a closely related field. A minimum of three years’ experience in the Telecommunications industry, three years of experience in the public safety communications field, or GIS related fields, or a combination of education, training and experience, which provides the knowledge, skills and abilities required for the job.
  • Ability to operate computer-based equipment to input data and correct and update files.
  • Thorough knowledge of the geography, political subdivisions and demographics of the Bucks County and surrounding counties.
  • Competent self-starter with ability to problem solve, strong interest in being involved in helping the department move into the Next Gen 911 environment with minimal supervision.
  • Must have excellent verbal and written abilities.
  • Must possess and maintain a valid driver’s license.
  • Must be able to possess and maintain CLEAN access and JNET access.
