POSITION SUMMARY:

Develops countywide strategic direction for information technology.  Provides executive technology leadership to the County Commissioners, COO, CFO, Courts, Row Offices and others for alignment with County objectives.  Plans, organizes, directs, and evaluates the Information Technology Department to ensure effective support for organizational objectives, and efficient and effective implementation of initiatives.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Develops and implements policies and procedures regarding appropriate usage of technology within the organization.CIO’s direct reports manage operational aspects thereof.
  • Directs the priorities and work program within the Information Technology Department.
  • Initiates and develops internal and external partnerships to leverage County technology investments.
  • Develops and presents funding strategies to support technology investments.
  • Provides strategic oversight and direction on mission critical countywide technology initiatives.
  • Reviews bids, proposals and contracts for the purchase of all IT products and services.
  • Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity and teamwork.
  • Fulfills other professional duties and responsibilities as assigned directly by the Board of Commissioners, COO or CFO.

QUALIFICATIONS REQUIRED:

  • Bachelor’s Degree in management or computer science plus a minimum of ten years of related experience as a senior level IT manager or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.
  • Extensive knowledge of information and networking technology.
  • Considerable knowledge of strategic planning, systems and project management.
  • Ability to facilitate teams and to lead decision-making processes in a collaborative environment.
  • Extensive group process and process improvement skills.
  • Ability to effectively manage and supervise personnel and interdepartmental technology committees and work programs.
  • Ability to review and assess complex bids, proposals and contracts.
  • Ability to communicate well and make effective public presentations.
  • Ability to establish and maintain effective working relationships.
  • Computer skills that encompass effective use of word processing, spreadsheet, project management, presentation, mail and Internet browser software.
  • Ability to provide leadership, counsel, motivation and constructive performance reviews for staff, securing their respective commitments to IT goals.
