POSITION SUMMARY:

Directs the operation of Board of Elections, Voter Registration and Voting Machines.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Oversees the voter registration process and procedures to ensure compliance with the law.
  • Supervises both the voter registration staff and election staff, including district election officials, and handle any human resources issues as necessary.
  • Assists the Bucks County Board of Elections in complying with the “Pennsylvania Election Code” and performs such other duties as may be required by law.
  • Attends Bucks County Board of Election meetings.
  • Makes recommendations on all petitions by electors for division, change or consolidation of election districts.
  • Makes recommendation on the selection and equipping polling places.
  • Responsible for the ordering, purchasing, storing and maintaining voting machines and procures ballots and all other election supplies required for primaries and elections.
  • Trains district election officials, instructs on Election Day duties and resolves issues on Election Day.
  • Prepares and publishes all notices required in connection with the conduct of primaries and general elections.
  • Reports suspected election fraud, irregularities, violations of the election laws and all suspicious circumstances to the District Attorney.
  • Receives and determines the sufficiency of all nomination petitions, papers and certificates.
  • Receives the returns of all primaries and elections from the district election officers to canvass and commute them and to certify the results to other authorities as may be required by law.
  • Issues certificates of election to the successful candidates.
  • Prepares and submits estimates the cost of primaries, elections and expenses of the Board of Election for the ensuing year to the appropriate officers of the county.
  • Responds to inquiries from the public as well as local election officials.
  • Interacts with County Solicitors Office and Pennsylvania State Election Officials as necessary.

QUALIFICATIONS REQUIRED:

  • A Bachelor’s Degree required.
  • Supervisory experience is preferred.
  • The successful candidate shall have a working knowledge and understanding of the operation and use of the Pennsylvania Statewide Uniform Registry of Electors (SURE) system.
