POSITION SUMMARY:

Responsible administrative position under the general supervision of the Director of Emergency Management.  This position supports the Emergency Management Department with response, recovery, and preparedness activities.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Maintains an active liaison with municipal Emergency Management Coordinators, schools, nursing homes, personal care homes, hospitals, volunteer organizations, and emergency services.
  • Maintains a working relationship with the Long Term Care Consortium and other custodial care facilities and attends meetings with the groups.
  • Assist all Personal Care Homes and Nursing Homes with developing a functional emergency plan for the facility when requested
  • Develops and maintains a functional and access needs program that will include sheltering, transportation, and communications for the identified individuals.
  • Create and maintain a county Disaster Recovery Plan.
  • Promotes an emergency management outreach program at fairs, senior expos, and other gatherings to educate the public on disaster and emergency preparedness.
  • Serves as on call Emergency Management representative during the weekly rotation.
  • Supports the Special Operations program teams with equipment, training, and response needs (Hazmat, Public Safety Dive, Technical Rescue, etc.)
  • Serve as an activated employee for the county Emergency Operations Center or field incident.
  • Coordinate with other county departments and agencies in order to fulfill assigned duties.
  • Assists in maintaining (modifies as required) operational plans and annexes of the County Emergency Operations Plan.
  • Plans and develops a variety of drills and exercises appropriate to the various elements of disaster response.
  • Establishes and coordinates a schedule for emergency management training.
  • Develops and maintains a Mass Care Plan and inspects and tests county owned equipment staged throughout the county for emergency response.
  • Conducts damage assessment after a disaster.
  • Develops and updates the Family Reunification and Assistance Plan.
  • Serves as the county individual assistance officer.
  • Performs other duties as required.

  • Bachelor’s Degree in Emergency Management or equivalent combination of education and experience.
  • Proficient in technology to include Microsoft Word, Excel, Outlook.
  • Ability to coordinate diverse groups toward a common goal.
  • Ability to maintain effective working relationships and develop partnerships.
  • Strong time management skills; ability to carry out orders with precision and speed.
  • Ability to make decisions quickly and accurately.
  • Able to perform efficiently under pressure.
  • Ability to handle multiple tasks and/or projects simultaneously with minimal direction or supervision.
  • Ability to maintain organization and prioritization of a variety of tasks and data.
  • The employee may work in a high stress emergent environment that will require calm critical decision making processes.
  • The position requires the ability to work in an office setting, in a warehouse or garage setting, and may travel on occasion.
  • The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and vibration and risk of electrical shock.The employee occasionally works with explosives and may be exposed to radiation. May be subject to 24-hour call up under certain emergency conditions and work long hours during emergencies
  • Ability to express ideas clearly and concisely in oral, written and graphic form.
  • Ability to establish and maintain effective working relationships with all organizations, other government agencies, professional and non-professional groups and the general public.
  • Required to obtain PEMA Basic County Staff Certification within one year of hire and PEMA Advanced County Staff Certification within three years of hire.
  • Required to obtain FEMA Professional Development Series within one year of hire.
  • Required to obtain Hazardous Materials Technician Certification within one year of hire.
  • Required to meet and maintain the physical requirements of OSHA 29CFR 1910.120 and 29CFR 1910.134.
  • Must possess and maintain a valid driver’s license.
