POSITION SUMMARY:

The First Assistant Solicitor assists the County Solicitor by assisting in the daily management of the operations of the Law Department, assisting in the County Solicitor’s oversight of the Legal Services Division, and acting on behalf of the County Solicitor when s/he is unavailable.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Reports directly to the County Solicitor and acts on his/her behalf as needed.
  • Provides legal advice and representation to the Board of Commissioners, the Boards on which they sit, and various subdivisions of the County of Bucks, including the departments functioning under the Commissioners.
  • Manages attorneys and support staff in the Law Department.
  • Assists the County Solicitor in overseeing all other departments in the Legal Services Division, including Open Records Office, Consumer Protection and Weights & Measures Department, Office of the Guardian Ad Litem, and Office of the Public Defender.
  • Oversees outside counsel who represent the County.
  • Makes recommendations to the County Solicitor on policy and practices, ordinances and resolutions, potential affirmative litigation, general litigation strategy, personnel, and public law issues.
  • Reviews and prepares contracts and resolutions considered at Commissioners’ meetings and assists departments with the procedure for placing items on the agenda.
  • Draft, review and file legal pleadings.
  • Appear in court and at meetings and public events as needed.
  • Performs other duties as needed.

  • Be currently and continually licensed to practice law before the Pennsylvania Supreme Court
  • Exemplary judgment.
  • Strong leadership skills.
  • Ability to master new subjects and areas of the law.
  • Ability to understand systems and identify areas for growth.
  • Ability to work independently and with minimal supervision.
  • Ability to work additional hours as necessary.

PREFERRED EXPERIENCE:

The following is a non-exhaustive list of experiences that would assist the First Assistant Solicitor in carrying out the essential functions and responsibilities of the position. 

  • Service as a government/non-profit attorney, public defender, or public interest attorney.
  • Substantial experience in litigation, ethics, compliance, public law, data privacy, or business law.
  • Appellate/federal judicial clerkship.
  • Leadership experience.
  • Experience advocating for diverse communities.
