POSITION SUMMARY:

Provides accounting and fiscal management support to the Division of Housing and Human Services with a variety of document management activities and related tasks.  Serves as the Office Manager for a staff of five individuals who work in the Division office.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Assists in the preparation and submission of the annual HSBG/Human Services Block Grant Plan that includes the HAP/Homeless Assistance Program and the HSDF/Human Services Development Fund to the PA Department of Human Services.
  • Prepares contract documents, secures required signatures and maintains records for all approved HAP and HSDF allocations.Process invoices and prepares check requests for the HAP and HSDF providers.
  • Assists in the preparation and submission of the annual Income and Expenditure Report for the HSBG HAP/HSDF and other grants to PA Department of Human Services.
  • Prepares electronic Annual Client Data Report for HAP from information received from BC Opportunity Council and Children & Youth and submits to PA Department of Human Services.
  • Coordinates handling of various documents for the Housing and Human Services Director to review and approve including contract resolutions submitted by Departments within the Division.
  • Processes payroll, non-routine travel, and timesheets for Human Services Division staff.
  • Handles other related office duties such as mail, phone messages, appointments and communications to and from Human Services Office.
  • Fields numerous calls from County residents seeking information and referral to appropriate public and private resources.
  • Prepares and maintains all documents related to the SFPP/State Food Purchase Program and TEFAP/The Emergency Food Assistance Program for the County’s “Lead Agency” Bucks County Opportunity Council, Inc.,
  • Assists in the preparation and submission of various documents for the MATP/Medical Assistance Transportation Program along with the quarterly reports to PA Department of Human Services for Bucks County Transport, Inc.,
  • Performs other duties as assigned by Housing and Human Services Director.

QUALIFICATIONS REQUIRED:

  • Bachelors or Associates Degree in Accounting or related field (Bachelors preferred).Equivalent work experience to be considered.
  • Knowledge of the principles of governmental accounting, statistics and contracting procedures.Knowledge of Kronos and Lawson.
  • Proficient in Microsoft Office programs, specifically Excel, Word, and Outlook.
  • Proficient communication skills, both written and spoken and the ability to relate well with other staff as well as members of the general public.
  • Proficiency with basic office equipment: fax, copier, etc.
