POSITION SUMMARY:

As a member of the Commissioners’ senior management team, the Housing and Human Services Director is responsible for the overall direction, coordination and evaluation of all departments in the Human Services Division. This position will represent the Department of Housing and Human Services and the County of Bucks at meetings with local, state and federal officials.   This individual supports the system of care practice model, which maximizes all resources around an individual or family.  This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Oversees the county’s publicly funded Human Services system (Over $225 million annual budget), which includes the Department of Children & Youth; Behavioral Health; Department of Mental Health/Developmental Programming; Area Agency on Aging; Housing Services and the Human Services Block Grant.
  • Organizes and coordinates resources and services relative to quality, quantity, and positive outcomes for consumers as well as ensuring all strategic plans are in alignment, and that all plans reflect system coordination, integration, current laws, regulations and the changing needs of our communities.
  • Able to analyze financial and service related outcome data to support the design of cost effective systems, best practices and evidence based models of care.
  • Reviews department proposals or plans to determine timeframes, funding limitations and procedures for accomplishing projects, staffing requirements and allotment of available resources to various phases of projects.
  • Coordinates and plans for the human service needs of county and private agencies.
  • Oversees the staff and daily operation of the Human Services Division Office and related funding grant
  • Reviews status reports prepared by department personnel and modifies schedules or plans as required, prepares reports for the Commissioners and/or others.
  • Identifies funding gaps that affect service delivery.
  • Confers with Commissioners and department personnel to provide technical advice and resolve problems.
  • Coordinates human service activities with activities of government regulatory or other governmental agencies.
  • Responsible for the development of the Human Services Block Grant(HSBG)
  • Responsible for the coordination and planning of budgets for the division.
  • Coordinates legislative agenda for Commissioners.
  • Has daily contact with Commissioners, Chief Operating Officer and department heads.Frequent contact with state and private agencies.Regular contact with other Division Leaders to support ensure coordination.
  • Requires attending out-of-county meetings, seminars and workshops. Must have and/or foster relationships at the state level and have a thorough understanding of the county/state political environment.
  • Enforce the inter-reliability of organizations involved in the human service area.
  • Ability to balance the competing needs of various diverse groups.
  • Ensures administrative, fiscal, and program operations are performed according to federal, state, and local agreements, policies and procedures.
  • Works in concert with all other Bucks County Departments to strengthen the delivery of service and improve program outcomes.
  • Leads strategic planning efforts related to achieving organizational “Mission, Vision, and Values” to align work to the Agency’s short and long-term goals and objectives.
  • Other duties may be assigned.


    SUPERVISORY RESPONSIBILITIES:

  • Manages department heads who supervise over three hundred employees in Area Agency on Aging (AAA), Behavioral Health (BHS), Children and Youth (C&Y), Mental Health/Developmental Programs (MH/DP) and Housing Services.Responsible for the overall direction, coordination and evaluation of these departments.Must have the ability to provide leadership to all departments as well as bringing each department together as a cohesive group that fall under the Health and Human Services division.
  • Supervise Deputy Director, HSDF Coordinator, Interagency Coordinator, and IT Manager to assure effective and efficient service delivery.

QUALIFICATIONS REQUIRED:

  • Bachelor’s degree required Master’s Degree in Social Work, Psychology, Business Administration, Education, or a related field preferred; at least ten years’ related experience, minimum of three years working directly with a human service population.
  • At least 5 years of progressively responsible management and program administration experience in human services.
  • Management skills of budgeting, fiscal review, planning, program development, and supervision.Understanding of programmatic and fiscal oversight and their interrelationship.
  • Overall knowledge of Pennsylvania’s various human service programs, funding streams and requirements, with detailed knowledge of at least one of the human service areas.
  • Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community.Ability to write speeches and articles for publication that conforms to prescribed style and format.Ability to effectively present information to top management, public groups and/or boards of directors.
  • Ability to define problems collects data, establish facts and draw valid conclusions.Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Excellent verbal and written communication skills.
