POSITION SUMMARY:

Administrative and operational position under the leadership of the Director of Emergency Management/Services to create and maintain plans and a training and exercise program. This position is responsible for emergency response duties in the Emergency Operations Center or field.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Responsible for maintaining a functional Emergency Operations Center to include all technology.
  • Maintains the county’s incident management system and emergency notification system.
  • Review and update the county Emergency Operations Plan and Continuity of Operations Plan on a regular basis.
  • Arranges courses of training and information for local coordinators and volunteers with responsibilities in all types of disaster response.
  • Develops and conducts training and various types of drills and exercises for county EOC staff to ensure readiness.
  • Promotes emergency management through preparation of news releases, appearances before civic organizations, clubs, police, fire and ambulance organizations, councils and amateur radio clubs.
  • Develop situation reports and Incident Action Plans.
  • Serves as on call Emergency Management representative during the weekly rotation.
  • Supports the Special Operations program teams with equipment, training, and response needs (Hazmat, Public Safety Dive, Technical Rescue, etc.)
  • Serve as an activated employee for the county Emergency Operations Center or field incident.
  • Assists in the development of the regional and county THIRA, county hazard vulnerability analysis, and county resource manual.
  • Functions as part of the team to develop the Hazard Mitigation Plan.
  • Serves as an assigned workgroup or subcommittee member for the Regional Task Force.
  • Participates in damage assessment and disaster recovery as needed.
  • Performs other duties as required or assigned.

  • Bachelor's Degree or equivalent experience and education with government or public safety agency in program development and implementation.
  • Proficient in technology to include Microsoft Word, Excel, Outlook.
  • Ability to interpret federal and state emergency management requirements and regulations.
  • Ability to coordinate diverse groups toward a common goal.
  • Ability to maintain effective working relationships and develop partnerships.
  • Strong time management skills; ability to carry out orders with precision and speed.
  • Ability to make decisions quickly and accurately.
  • Able to perform efficiently under pressure.
  • Ability to handle multiple tasks and/or projects simultaneously with minimal direction or supervision.
  • Ability to maintain organization and prioritization of a variety of tasks and data.
  • Must possess and maintain a valid driver’s license.
  • The employee may work in a high stress emergent environment that will require calm critical decision making processes.
  • The position requires the ability to work in an office setting, in a warehouse or garage setting, and may travel on occasion.
  • While performing the duties of this job, the employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and vibration and risk of electrical shock.The employee occasionally works with explosives and may be exposed to radiation. May be subject to 24-hour call up under certain emergency conditions and work long hours during emergencies
  • Required to obtain PEMA Basic County Staff Certification within one year of hire and PEMA Advanced County Staff Certification within three years of hire.
  • Required to obtain FEMA Professional Development Series within one year of hire.
  • Required to obtain Hazardous Materials Technician Certification within one year of hire.
  • Required to meet and maintain the physical requirements of OSHA 29CFR 1910.120 and 29CFR 1910.134.
