Orphans’ Court Liaison Clerk



Register of Wills and Clerk of Orphans’ Court







Advanced and Supervisory clerical work and responsibilities in relation to the mission of Register of Wills and Clerk of the Orphans Court, especially as they pertain to all tasks for Estates, Adoptions, Guardianship and Orphans Court functions.


  • Process applications for marriage licenses, duplicate certificates and marriage certifications; process Orphans’ Court and Register of Wills filings; process petitions for Grant of Letters and request appropriate companion documentation, such as affidavits and renunciations; administer oaths, certify and exemplify documents and receive affidavits; and identify advanced probate issues and transfer to Assistant/Associate Register for further action
  • Complete all daily cash drawer reconciliations associated with financial transactions
  • Create, diary and follow-up on notices of delinquent filings under applicable rules of court and statutes, such as Pa R.O.C.Pr. 5.6 and 6.12 and the Pennsylvania Guardianship law
  • Participate in ongoing training and cross-training to improve skills
  • Report to and take direction from 2nd Deputy; assist Management with all Orphans Court issues
  • Answer customer questions regarding all departmental services
  • Train less senior members of staff
  • Coordinate review of accountings and other estate litigation
  • Docket and process all aspects of Estate, Guardianship, Adoption and all other related filings
  • Schedule, in coordination with Court administration, hearings and audits in accordance with applicable statutes and maintain associated lists and filing deadlines
  • Ensure compliance of applicable legal notice requirements
  • Attend Court sessions and hearings
  • Perform data input, maintenance and information retrieval for Estate, Guardianship, Incapacitation and Adoption cases
  • Participate in programs and initiatives to improve operational practices, customer service and procedures, in Orphans’ Court, with oversight, direction and participation by management
  • Prepare, process and submit all necessary reports, forms and other legal documents to appropriate courts and court-related agencies
  • Prepare cases for transmission to appeals courts
  • Maintain case log to track location of files sent to other departments and courts
  • Monitor court rulings, legislation and mandates and suggest procedures to ensure compliance
  • Work independently, perform job functions with minimal supervision and guidance
  • Administer adoption and guardianship filings and maintain file confidentiality in accordance with established office procedures
  • Communicate as liaison to the Court Administrator, Judges and their staff; facilitate regularly scheduled status meetings
  • Certify amended Birth Certificate to the State Bureau of Vital Statistics
  • Participate in satellite office, evening and weekendprograms and travelling services, as assigned
  • Review and update this Job Description in the Standard Operating Procedures Manual
  • Other duties, as assigned by management

  • High School Diploma or equivalent
  • Basic computer skills and familiarity with MS-Windows, MS-Office
  • Computer typing skills of 35 wpm; filing, fax, printer, computer and other office equipment utilization skills
  • Professional demeanor and ability to communicate complex information with persons from all walks of life and educational levels
  • Familiarity and/or ability to learn methods, techniques and materials used in historical and legal research of public records
  • Certification or experience in law and business practices
  • Demonstrated experience and ability with Adoption, Guardianship and Estate Administration procedures
