POSITION SUMMARY:

Possesses general planning background and experience. Prepares projects and conducts reviews relating to community and environmental planning with an emphasis on recycling.

Responsible for coordinating and meeting all of the County requirements for recycling and solid waste activities, as required by the Pennsylvania Department of Environmental Protection; arrange for and conduct household hazardous waste and electronics collection events (as applicable) for Bucks County residents; expand recycling and collection events as directed by the County of Bucks.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Prepares or assists in the production of planning, zoning and specialized plans and studies.
  • Reviews and prepares comments for subdivision and land development proposals.
  • Recycling: including public education, reporting and outreach.
  • Serve as County Recycling Coordinator per the requirements of the Pennsylvania Department of Environmental Protection (DEP).
  • Prepare and maintain required recordkeeping of the municipal and county recycling activities in the county.
  • Coordinate DEP grant applications and reports.
  • Develop and implement the Bucks County component of Southeastern Pennsylvania Household Hazardous Waste (HHW) Collection Program and serve as the County’s representative to regional HHW committee.
  • Develop and implement Electronic Collection Program (as feasible).
  • Represent the county commissioners at municipal and special interest group meetings to advocate recycling programs.
  • Assist in the development of recycling programs at educational institutions.
  • Provide information to the public concerning the availability of sites for the recycling of various materials through the use of web based and/or printed media as applicable.
  • Assist municipalities during the start-up and maintenance of recycling programs and with DEP grant applications and reports.
  • Encourage and support collection and processing systems for additional recyclables not currently accepted by haulers of recyclable materials and recycling facilities.
  • Continue efforts in furthering the development and reporting of commercial and multifamily recycling.
  • Support the development of municipal compost and yard waste collection programs.
  • Assist municipal, county, multi-county, state, and private sector entities with further development of programs to recycle additional components of the municipal solid waste stream.
  • Participate, as appropriate, in contract negotiations for the collection, transportation, processing, and marketing of recyclable materials generated or processed in Bucks County.
  • Provide staff assistance to the County of Bucks Solid Waste Advisory Board.
  • Solid Waste Management Planning
  • Develop, maintain, review, and update as necessary the Bucks County Solid Waste Management Plan in accordance with DEP requirements.
  • Maintain knowledge and understanding and communication with the operators of the solid waste management facilities functioning in Bucks County.
  • Provide information and assistance to other county employees and departments.
  • Coordinate with other staff members working on related projects.
  • Attend meetings, present information to the public at public meetings and assist the public.
  • Serve as a liaison between governmental agencies and institutions.
  • Provide assistance to supervisory personnel in development of recommendations on community planning, waste and recycling issues.
  • May be required to perform additional work that follows prescribed or well established procedures that can be learned within a reasonable time by training on the job. More detailed instructions as to the nature of their duties will be given to employees at the beginning of work.
  • Perform related duties as required.

QUALIFICATIONS REQUIRED:

  • Provide ability to perform all Essential Duties and Responsibilities.
  • Master’s Degree in civil or mechanical engineering, environmental science/planning or a related field. A Bachelor’s Degree in a field related to environmental science/planning plus two years of planning or recycling experience may substitute for a Master’s Degree. A Master’s Degree in any planning discipline plus one year of planning experience in the specialty may substitute for a Master’s Degree in engineering or environmental science.
  • Proficiency in basic principles of planning.
  • Proficiency in the basic principles of recycling and solid waste management.
  • Ability to communicate ideas in written and verbal manner, including report preparation and making presentations to the public.
  • Must be proficient in Microsoft Word, Publisher, Excel, Outlook and PowerPoint. Proficiency with Adobe InDesign and Illustrator a plus.
  • Ability to work independently, in small groups and with the public.
  • Three to five years experience in materials handling, solid waste management or recycling.
  • Familiarity with current recycling technologies, processes and markets, including electronics.
  • Experience in financial analysis and management, public/business administration, contract administration, grants, public information, and community affairs.
  • Must possess and maintain valid driver’s license.
