POSITION SUMMARY:

Performs administrative oversight of the County’s Lead Hazard Reduction Grant program through the Department of Community and Economic Development.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Provides administrative oversight of the Lead Hazard Reduction grant program. Prepares forms, contracts, agreements and all other necessary documentation required by U.S. Department of Housing and Urban Development (HUD) under the Lead Hazard Reduction Grant.
  • Coordinates and monitors all lead hazard control activities for eligible housing and rental units. Works collaboratively with the county’s Health and Housing Departments on program activities.
  • Oversees enrollment and eligibility activities for all households.
  • Conducts targeted outreach in collaboration with the County Planning Commission and social service agencies to identify eligible units and market the program.
  • Updates and maintains various listings of public and private county social service organizations and contact persons.
  • Prepares Commissioner Meeting resolution packets for review and approval as needed.
  • Processes vendor invoices and prepares payment requests as required.
  • Maintains required documentation on families and properties enrolled in the program as required.
  • Processes HUD payment requests and maintains appropriate financial records and databases.
  • Prepares project and performance reports, including gathering and assembling of information, data entry and reporting and the preparation and distribution of all necessary support documentation.
  • Conducts regular communication with sub-recipients.
  • Maintains data management in the Healthy Homes Grant Management System (HHGMS) system and report on outcomes.
  • Assists staff in gathering information to prepare applications for funding under Federal or State programs.
  • Possess the ability to understand federal regulations and explain requirements to others.
  • Other duties as assigned.

QUALIFICATIONS REQUIRED:

  • Bachelor’s Degree in an environmental health-related field.
  • 3-5 years of project management experience in a home construction or rehabilitation-related field.
  • Three years of government related office work or equivalent work experience.
  • Possess excellent writing, computer, and analytical skills. Skilled in Microsoft Word, Excel, Access, and Outlook, with the ability to understand Internet based data collection and management systems.
  • Any combination of experience and training that affords the applicant an opportunity to gain the above listed knowledge, skill and ability.
  • Must possess and maintain a valid driver’s license and have the use of a personal vehicle.
