POSITION SUMMARY:

The Project Administrator, Data & Performance is responsible for providing meaningful metrics on service delivery for Bucks County Continuum Care (CoC) homeless service providers. Position has oversight and primary responsibility for the Homeless Management Information System (HMIS), including training, reporting, and technical assistance provision, ensuring accurate data is collected, and customizing system to better serve providers and clients. Within the Department the position is responsible for developing and implementing program evaluation standards across all funding streams to ensure constantly improving service delivery.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Meet with and report to the Program Manager, Homeless Services around maintaining optimal functioning of HMIS database for the purposes of ensuring efficient and effective coordinated entry process and to improve project level reporting. Recommend and review improvements to coordinated entry and project service delivery from both a data and performance standpoint. Develop funding proposals and applications as directed, including the annual Continuum of Care (CoC) application and project ranking.
  • Point of Contact for HUD and PA DCED in regard to HMIS contracts and regularly required reporting (Housing Inventory Count (HIC), System Performance Measures, Point in Time Count (PIT), and Longitudinal System Analysis Report). Assist in development of other required reports such as Action Plan, Consolidated Plan, CAPER, and grant applications across departments. Track expenditures for HMIS and CoC grants. Assist in all Department level expenditure tracking around homeless services.
  • Must be proficient in conveying data to leadership, subrecipients, and community utilizing various software programs including design and creation of departmental and community data dashboards.
  • In coordination with Program Manager, Homeless Services, organize PIT count activities on a County-wide level.
  • Participation in CoC related activities and committees as appropriate, as well as data analysis and reporting of CoC related initiatives such applying an equity lens to data analytics and ending homelessness (functional zero) for specific populations.
  • In coordination with the Program Manager, Homeless Services, assist with CoC and Department website, marketing, and social media management and updates.
  • As needed, process contracts funded under HOME Investment Partnership Program (HOME), Housing Trust Fund (HTF), Emergency Solutions Grant (ESG), Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund (PHARE), Community Development Block Grant (CDBG), HUD Continuum of Care (CoC), and other funding sources.
  • In coordination with Program Manager, Homeless Services, assist in updating HMIS workflows as needed in response to changes in federal standards and best practices.
  • Develop program evaluation metrics across the department and division. Includes metrics to evaluate all housing programs administered by the Department or other Departments within the County. Program evaluation to be performed on program from multiple funding streams including HOME, CDBG, HTF, PHARE and others. Examples include metrics around first time homebuyer program and economic development initiatives.
  • Work with Human Services Division and other County Divisions around integrated data management while maintaining data integrity and ensuring compliance with all regulations.
  • Responsible for developing policies, procedures, and training documents to ensure optimal utilization of the HMIS system. Ensure privacy of data and monitor data quality at provider level to ensure accurate data collected. Provide technical assistance and training on system utilization.
  • Maintain technical competency relative to HUD, especially HUD HMIS Data and Privacy Standards, Commonwealth of PA and other programs and guidelines, project financing, County financial practices, and other federal, state, and local legal requirements.Interpret and communicate relevant applicable knowledge for community partners via tutorials, webinars, promulgation of guidelines/regulations, and conferences
  • Expand utilization of the HMIS system to other community partners where appropriate.
  • Possess excellent writing, computer, and analytical, training, presentation and communications skills.
  • Other duties as assigned.

QUALIFICATIONS REQUIRED:

  • Bachelor’s Degree in Public Administration, Social Services, Public Policy, Statistics, or related field. Master’s degree preferred.
  • Must be proficient in the following software programs:Microsoft Word, Excel, Access and Outlook.Must be able to master data collection and management systems. Experience utilizing data visualization software such as Tableau or Microsoft Power BI preferred.
  • Three years’ experience in related or similar work required.Experience utilizing an HMIS system is a plus.
  • Experience with systems design and tracking performance and outcomes a plus.
  • Must be self-motivated and require minimal supervision with the ability to meet broad objectives.
  • Must possess and maintain a valid driver’s license and have the use of a personal vehicle.
