POSITION SUMMARY:

Assists the Deputy Director of 911 Technology in planning, directing and coordinating all of the technical activities of the Emergency Communications Department in a countywide operation.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
  • Supervises and assists a staff of electronic technicians, and oversees the daily operation of the County Radio system.
  • Develops on the job and institutional training programs for the technical staff.
  • Assists in development of bid specifications for new communications equipment and reviews and evaluates bid proposals.
  • Recommends and participates in the design changes and modification of radio communications systems.
  • Provides input for budget in the areas of facilities and equipment.
  • Reviews all Public Safety data network requirements for the radio systems and makes continuous analysis of network performance with recommended upgrades in both hardware and software.
  • Supervises the maintenance of records on current FCC licensing of all radio facilities in the county.
  • Keeps abreast of the current state of the art equipment.
  • Organizes and facilitates regular system user meetings.
  • Attends user association (Police Chiefs, Fire chiefs, etc) meetings to maintain communications regarding system issues and user requirements.
  • Provides monthly system and departmental status reports to the Deputy Director of 911 Technology.
  • Participate in regional radio system organizations.
  • Extensive knowledge of electrical engineering, particularly as applied to the maintenance and operations of communications systems and equipment including land-line, closed circuit TV, data processing techniques, data network configuration and operation, digital communications, digital controls and HF, VHF, UHF and microwave radio and TDM type systems.
  • Must also have an extensive knowledge of/or the ability to rapidly acquire such knowledge of all phases of the county government communications system and the Rules and Regulations of the Federal Communications Commission.

QUALIFICATIONS REQUIRED:

  • Bachelor’s Degree or equivalent plus eight years of applicable and responsible experience in the installation, maintenance and operation of a variety of communications systems including land-line systems and/or radio systems, five years of which must have been in a supervisory or administrative capacity in public safety communications. An equivalent combination of education and experience will be considered.
  • Valid Pennsylvania Driver’s License or the ability to obtain one within six (6) months of appointment.
  • Any combination of experience or training that affords the applicant the opportunity to gain the above listed knowledge, skills, and ability.
