POSITION SUMMARY:

Reports to the manager of the currently-assigned IT group.  Responsible to administer and ensure stable operation of applicable systems and corresponding hardware and software. This may include multiple departments and outside agencies.  Will be responsible to coordinate and/or conduct daily maintenance functions, as well as with the discovery, implementation, and execution of new technology hardware / software.  May perform various project management duties either as the assigned PM or in a coordinated support role to an assigned PM, for various systems.  Will be responsible for identifying, through needs analysis with department and/or agencies, system requirements and will work closely with each in development. Will also analyze and resolve end-user issues in a timely and accurate fashion and provide end-user training where required.  Support and work in all areas and aspects of IT. 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Understands current technology (hardware/software) being used as well as future trending of technology.
  • Acts as primary client liaison between IT and assigned County business units and external agencies for specific assigned systems.
  • Proactively identifies, documents, and resolves potential problem areas for current and future development.
  • For specific assignments, may present to the IT Governance Committee to provide system specifications, needs and/or updates.
  • Administers and maintains applicable systems and databases for maximum performance, efficiency and availability, including security, on-call technical support, system performance matrix reporting, software maintenance schedules, and upgrade implementations, in coordination with applicable disciplines.
  • Communicates departmental and external agency issues, needs, and changes expeditiously to IT Senior Management and suggests proactive solutions to issues.
  • Actively markets and promotes services to departments and agencies throughout the County, and reviews and supports service level agreements with departments, agencies, and vendors.
  • Establishes and maintains positive business relationships with all agencies and departments.
  • Develops and supports reporting tools and reports.
  • Provides expert technological advice for all colleagues, departments, and agencies, especially during the budgeting process.
  • Supports and seeks out funding through the various Grant Programs that may become available to support future expansions/enhancements to the system working closely with supporting agencies to apply for and acquire as appropriate.
  • Work closely with the vendors on all software upgrades, open issues, and in keeping the support model updated, documented, and available.
  • Document all systems and processes, and implement a policy to keep all documentation current and accessible to all technical and end users, as appropriate.
  • Participate in ongoing training / learning sessions as appropriate to remain current in all support or admin roles and with regard to future enhancements. Provides proactive end-user training and support.
  • Analyzes systems or application usage and plans for growth or increases in server or network capacity.
  • Develops, implements, and maintains policies, procedures, and associated training plans for systems administration and appropriate use, as approved by IT senior management.
  • Interacts and negotiates with vendors, outsources and contractors to secure software, products and services
  • Other duties may be assigned.

QUALIFICATIONS REQUIRED:

  • Must pass initial and annual background checks for sustained employment.
  • Bachelor’s degree and/or five (5) years’ equivalent IT experience, with strong desire for quality service. A STEM associate’s degree will be considered for the exception candidates
  • Experience with hardware, software, cyber, DNA management and reporting, a strong plus.
  • Four (4) years’ proven experience with systems administration.
  • Exhibits professionalism, honesty, integrity, respect for every individual and team, with an ability to deal with stressful situations in a composed and constructive manner.
  • Ability to work with IT team and clients to refine processes and procedures.
  • Ability to work in a team oriented environment and handle a variety of tasks at one time.
  • Excellent organizational, written, and oral communication skills.
  • Hands-on software and hardware troubleshooting experience, with ability to delegate to SME’s.
  • Ability to become knowledgeable in data privacy practices and laws.
  • Ability to conduct research into software issues and products as required.
  • Ability to think innovatively, present ideas and solutions, and document them.
  • Proven analytical and problem-solving abilities.
