ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

 

  • Directs and administers all functions of the Fire Marshal’s Department
  • Prepares daily work assignments and scheduling for all department staff.
  • Monitors the use of overtime and comp time, approving when necessary.
  • Reviews fire incidents from previous day and assigns staff to investigate.
  • Supervises duties and performance of Assistant Fire Marshals, Fire Inspector, and Administrative Assistant.
  • Schedules and monitors the County building inspection program and related fire prevention activities of department.
  • Reviews departmental expenditures and maintains budgetary accountability.
  • Issues purchase requests for departmental expenditures in line with approved budget.
  • Reviews reports prepared by Assistant Fire Marshals that pertain to fire investigations and/or fire prevention and job related activities.
  • Insures that department issued equipment is properly maintained.
  • Performs fire investigations and fire inspections.
  • Prepares all department staff for court proceedings.
  • Maintains a positive working relationship with partner agencies and local fire marshals.
  • General correspondence.
  • Approves timesheets for submission to Controller’s.
  • Reconciles CAD reports pertaining to types of fires occurring in the County.
  • Attends and participates in staff meetings of the Emergency Service Division.
  • Attends monthly meetings of Bucks County Fire Chief’s Association and Bucks County Municipal Fire Marshal’s Association.
  • Maintains liaison with Bucks County Fire Chief’s and Municipal Fire Marshals informing them of the number and type of fires that occurred in their jurisdiction via CAD reports.
  • Attends monthly meetings of Bucks County Fireman’s Association Executive Board.
  • Identifies and evaluates issues discussed at the monthly board meetings and acts accordingly.
  • Reviews and monitors fire prevention (“Fire PAC”) program.
  • Attends meetings of Bucks County’s “Bucks for Heroes” Scholarship program.
  • Conducts department staff meetings.
  • Prepares annual departmental budget documents for submission to Finance Department and meets with Finance and Division Leader to discuss proposed budget.
  • Prepares departmental strategic goals and identifies any new programs or equipment needs necessary to enhance, educate and/or protect County employees, residences or buildings.
  • Maintains a repository for fire investigation reports from prior years in line with Commonwealth of Pennsylvania’s statute of limitations.
  • Secures all sensitive and legal documents.
  • Assists Bucks County Emergency Management Coordinator in areas of natural and manmade disasters occurring within the County or affecting County residents.
  • Acts as liaison between Bucks County’s Emergency Management Agency and Bucks County’s Volunteer Fire Departments upon activation of the Emergency Operation Center.
  • Assigns Assistant Fire Marshal, Fire Inspector and/or reviews architectural plans for fire safety issues involving alterations and new construction projects for Bucks County insuring compliance with adopted fire, building and life safety codes.
  • Initiates training activities for all staff to maintain their level of competence.
  • Assigns Assistant Fire Marshals and Fire Inspector to various department activities.
  • Coordinates department’s activities with the implementation of fire drills held within County properties and makes recommendations for improvements.
  • Maintains emergency alarm Central Station computer acquiring the most up-to-date hardware and software to handle Bucks County’s emergency alarms.
  • Maintains, provides and coordinates the maintenance of Bucks County emergency alarm system including fire, panic and security alarms.
  • Reviews existing County emergency alarm systems for compliance with National Fire Protection Codes, national, state and local requirements.
  • Other duties may be assigned.

Any combination of experience and training which affords the applicant an opportunity to gain the above listed knowledge, skill and ability.

 

  • Minimum of Bachelors Degree in a related major, or any combination of education and experience.
  • Minimum of five year’s service as an active paid or volunteer fire investigator or law enforcement official responsible for fire cause investigations. 
  • Must possess and maintain a valid driver's license.
  • Successful completion of Fire/Arson Investigation as taught at the National Fire Academy, Emmetsburg, MD.  Completion of an equivalent combination of courses at institutions such as the University of Maryland, Rutgers University, Penn State University and annual seminars of the Pennsylvania and/or International Association of Arson Investigators are also acceptable.
  • Must possess good administrative and supervisory skills.
  • Must possess a thorough knowledge of the International Building Code which is the County’s adopted building and fire safety code.
  • Possess a working knowledge of the National Fire Protection Codes.
  • Must possess the necessary computer skills to operate the emergency alarm Central Station that monitors the emergency fire, panic and security alarms.
  • Ability to develop, implement and coordinate (1) a maintenance program for Bucks County owned fire extinguishers; (2) contracts for Bucks County’s emergency alarm systems; (3) detailed fire alarm systems for Bucks County’s Properties; and prepare bid documents for submittal to Purchasing Department.
  • Ability to prepare and migrate existing and/or new Bucks County emergency alarm systems into Bucks County Central Station program.
  • Ability to continually develop and update Bucks County’s Central Station in the Emergency Communications Center.
  • Ability to develop, design and implement detailed bid specifications for the Fire Marshal’s Department.
  • Ability to supervise outside vendors with the installation of fire detection, fire suppression, and emergency egress signage systems to insure compliance with adopted codes and the requirements of the approved installation specifications.
  • Ability to perceive, develop and initiate cost saving programs for the Fire Marshal Department.
  • Ability to establish and maintain effective working relationships with associates and the public.
  • Ability to develop, implement, and maintain a countywide fire prevention program in conjunction with the municipal fire marshals.

While performing the duties of this job, the employee is regularly required to sit.  The employee frequently is required to stand; walk; reach with hands and arms; and talk and hear.  The employee is occasionally required to use hands to finger, handle or feel objects, tools or controls.  The employee must occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work environments can include: fired / burned buildings / structures that have suffered fire damage may be structurally and physically compromised. Normal free and physical movement may be compromised and/or restricted. Air quality may be compromised and subject to smoke filled areas and compartments with potential exposure to off-gassed products of combustion. Visibility may be compromised due to smoky environments.

 

 

 

The noise level in the work environment is usually moderate, but can be extremely loud when on a fire / emergency scene.
