During a career in management and public affairs that spanned more than 30 years with PECO Energy, Commissioner Martin also was involved in civic and community affairs.

He is a past member of the Upper Southampton Township Board of Supervisors, serving four terms as chairman. Following his retirement from PECO Energy, he was appointed to the Board of Commissioners in 1995 and then elected to six four-year terms. During his 20-plus-year tenure, Commissioner Martin has served as chairman of the board for ten years.    

Daily, Commissioner Martin attends to the governance needs of the citizens of Bucks County and has direct responsibility for the adoption and administration of the county operating budget of $403.0 million and a workforce of nearly 2,200 employees.

The present Board of Commissioners has taken an aggressive approach to the preservation of open space and natural areas of Bucks County and has, through a direct commissioner initiative, preserved over 15,000 acres of prime Bucks County open space since 1997. The present administration has made significant improvements to the emergency management system, including the enhancement of the 9-1-1 system, the construction of a new state-of-the-art emergency operations center, and taking a leadership role in the five-county anti-terrorism task force.

Commissioner Martin is a current member of the board of directors of SEPTA and the State Transportation Commission. He is also a member of the board of directors of the Bucks County Heroes Scholarship Fund and the Centennial Education Association.

In addition, Commissioner Martin served from 1999 to 2003 on the board of directors of the Bucks County Conservation District, and is a past president of the Bucks County Association of Township Officials. He is a past member of the County Commissioners Association of Pennsylvania (CCAP) Board of Directors, 1996 to 2005, as well as a past board member of the Delaware Valley Regional Planning Commission and a founding board member of the Bucks County Transportation Management Association (TMA).

A graduate of William Tennent High School and Lebanon Valley College, he and his wife, Jean, have one daughter and reside in Southampton with their English Bulldog, Sophie, and one big, orange cat.
