During a career in management and public affairs that spanned more than 30 years with PECO Energy, Commissioner Martin also was involved in civic and community affairs.

He is a past member of the Upper Southampton Board of Supervisors and served four terms as chairman. Following his retirement from PECO Energy, he was appointed to the Board of Bucks County Commissioners in 1995 and elected to four-year terms in November 1995, 1999, 2003 and 2007. He was chairman of the board of commissioners in 2007 and also served as chairman in 1996, 1998, 2000, 2001, 2004 and 2005.

Daily, Commissioner Martin attends to the governance needs of the citizens of Bucks County and has direct responsibility for the adoption and administration of the county operating budget of $448 million and a workforce of approximately 2,800 employees.

The present Board of Commissioners has taken an aggressive approach to the preservation of open space and natural areas of Bucks County and has, through a direct commissioner initiative, preserved over 12,000 acres of prime Bucks County open space since 1997. The present administration has made significant improvements to the emergency management system, including the enhancement of the 9-1-1 system, the construction of a new state-of-the-art emergency operations center, and taking a leadership role in the five-county anti-terrorism task force.

Commissioner Martin is a current member of the board of directors of SEPTA . He is also a member of the board of directors of the Bucks County Hero Scholarship Fund, the board of the Delaware Valley Regional Planning Commission and the board of the Bucks County Parks Preservation Foundation.

In addition, Commissioner Martin served from 1999-2003 on the board of directors of the Bucks County Conservation District, and is a past president of the Bucks County Association of Township Officials. He is a past member of the County Commissioners Association of Pennsylvania (CCAP) Board of Directors, 1996-2005, and was a founding board member of the Bucks County Transportation Management Association (TMA).

A graduate of William Tennent High School and Lebanon Valley College, he and his wife Jean have one daughter and reside in Upper Southampton Township with their English Bulldog, Maggie.
