Commissioner James F. Cawley, Esq. was appointed to the Bucks County Board of Commissioners by a panel of Bucks County judges on Jan. 5, 2005 and sworn into office on Jan. 18, 2005.He was elected to a four-year term in November 2007. In January 2008 he was named chairman of the Board of Commissioners, a position he also held in 2006.

Commissioner Cawley began his political career working in state government, and most recently was chief of staff to state Sen. Robert M. Tomlinson (R-6), where he was responsible for the operations of the Harrisburg and Bucks County district offices. In addition, as chief of staff, he served in an advisory position on policy issues and worked on special countywide projects, such as economic development.

Between 2001 and 2004, he was an associate with the law firm of Rudolph, Pizzo and Clarke LLC.

Commissioner Cawley long has been active in charitable and civic affairs in Bucks County and is an advocate for environmental protection. He is a former member of the Bristol Township School Board, a former trustee of Bucks County Community College and a former Commonwealth trustee of Temple University.

He currently sits on the board of directors for Lower Bucks Hospital, the executive board of the Bucks County Council, Boy Scouts of America, and is a member of the Board of Advisors for both St. Mary Medical Center and Conwell-Egan Catholic High School. He is also on the board of directors for the County Commissioners Association of Pennsylvania and chair of the Energy, Environment and Land Use Committee. Commissioner Cawley is a member of the Bucks County Bar Association, and is on the board of trustee’s for their Charitable Foundation. He is also on the board of directors for the Bucks County Transportation Management Association (TMA).

In addition, Commissioner Cawley is a member of various Irish-American social organizations including Bucks County's St. Patrick's Day Parade Committee.

A graduate of Bishop Egan High School, Bristol Township, he holds a Bachelor of Arts in Political Science from Temple University, College of Arts and Sciences, and graduated cum laude. He received a juris doctorate from Temple University, School of Law.

Commissioner Cawley and his wife, Suzanne, reside in Middletown Township.
