SUMMARY: Responsible for the administrative/fiscal unit of the Area Agency on Aging, planning, information technology, building operations, R.S.V.P., and legal services.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Reviews all programs and contracts for compliance as required by PA Department of Aging and in accordance with federal, state and county policy and procedures.
  • Responsible for facilitating preparation and submission of federal, state, and county financial and program reporting in a timely fashion and in accordance with all requirements.
  • Prepares necessary Request for Proposals and contracts in accordance with state and county policies.
  • Assists Director in preparation of AAA State Plan and budget in accordance with state directives and regulations with program information from staff, input from the public, approval by Advisory Council and resolution of County Commissioners.
  • Maintains Agency files of all contracts and state regulations.
  • Reviews and approves budget adjustments, purchase orders and invoices.
  • Assists the Director in preparation of the annual County budget.
  • Assists the Director in the development and implementation of agency policies and procedures.
  • Develops agency contracts with senior centers, legal services, transportation, and nutrition providers. Reviews programs and contracts for compliance as required by the PA Department of Aging/County and in conjunction with federal, state and county policies and procedures.
  • Responsible for maintaining AAA office building operations that includes contracting and monitoring building lease, janitorial service, telephones, copiers and other equipment.
  • Directly supervises Fiscal Officer, Administrative Assistant, Information Technology Technician and Retired and Senior Volunteer Program Supervisor. Reviews all personnel action of unit staff and interviews for vacant positions with recommendations to Director.  Evaluates performance of all above.
  • Responsible for planning Advisory Council agenda, preparation of minutes and other assistance to Advisory Council members as needed, in conjunction with the Director.
  • Responsible for preparation and implementation of Agency Affirmative Action Plan and Emergency Plan.
  • Services as a member of the agency client information system team and newsletter committee.
  • Attends meetings, speaks to groups and interprets Agency programs to the community.
  • Serves as Acting Director in his/her absence.
  • Ability to plan, organize and direct the work of others.
  • Ability to gather and analyze information and apply sound judgment in arriving at appropriate conclusions.
  • Ability to establish and maintain effective working relationships with associates, public officials, administrators and the general public.
  • Ability to express ideas orally and in writing.
  • Other duties may be assigned.

  • Five years’ professional experience in human services program either in an administrative capacity or in providing social services to clients, including one year of supervisory experience, Masters degree preferred.
  • Knowledge of basic principles and objectives of social service programs.
  • Knowledge of principles of public administration.
  • Knowledge of basic fiscal and programmatic principles and practices.
