SUMMARY: Responsible for all financial functions involved in the daily operation of Human Services Division including the oversight of division/department budgets and personnel involved in the financial operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Responsible for the financial planning of County Human Services division.
- Prepares and monitors all State and County grants for the Human Services Office.
- Reviews annual budgets and spending projections and makes recommendations as to the funding of new programs and existing services.
- Oversees the fiscal reporting of all grants administered by the Human Service division.
- Reviews all State and County budgets for the division.
- Interprets State Department of Public Welfare and federal regulations with respect to financial matters.
- Advises the Human Services Director and County Finance Director of fiscal implications of service-related policy decisions, with dual reporting to both.
- Participates as a member of the Executive Management Team for Bucks County Behavioral Health System and monitors all financial matters involved in its operation.
- Prepares and presents various reports to the Human Services Director and/or the County Finance director.
- Ensures that all income to the Human Services system is maximized.
- Reviews contracts, personnel actions, salary boards, out of county travel, purchasing and information technology requests and any other materials that involve expenditures within the division.
- Consults on Information Technology systems within the County Human Services division including equipment needs software development and any other operational components.
- Represents the financial interests of the division at both in County and out of County meetings.
- Monitors financial activities involved in any construction renovation projects within the Human Services Division.
- Performs any other related duties that may be assigned.

EDUCATION and/or EXPERIENCE:
- Bachelor's Degree in Business Administration or a related field or any equivalent combination of experience and training including supervisory/management of staff in a public or private organization.
