SUMMARY: Responsible for overseeing daily operations and staff functions of the Bureau  as defined in Pennsylvania Real Estate Tax Sale Law (1947) . Acts as department authority in Director’s absence. 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Applies principles of accounting to implement financial controls over all accounting records.
  • Supervises staff in their daily tasks that include but are not limited to collection of delinquent taxes; courteous processing of taxpayer inquiries and issues; monitoring bankruptcy, sheriff sales and agreement cases.
  • Monitors deposits and disbursements to insure all procedures and proper accounting controls are adhered to.
  • Implement Bureau policies and budget goals to maximize efficiency, minimize operational expense and service to taxpayer.
  • Ensures account adjustments are justified and documented.
  • Assists in disbursing information and guidelines to taxpayers to ensure their ability to comply with mandated lien regulations.
  •  Responsible for maintenance of sale property documentation and distribution.
  • Oversees supply procurement and inter-department activity.
  • Communicates all staff, county collector, authority and public correspondence to Director. Concerning Tax Claim issues.
  • Possess ability to read, analyze and interpret governmental regulations as specified in the Pennsylvania Real Estate Tax Law and the Federal Bankruptcy Law.
  • Possess the ability to write reports, business correspondence and procedural manuals.
  • Posses the ability to effectively present information and respond to questions from taxpayers, tax collectors and financial managers of taxing bodies.
  • Possess the ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
  • Possess a working knowledge of on-line computer applications.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Performs similar or related duties as required.

  • Bachelor’s Degree in business or related field or four years’ related experience and/or training.  Must have demonstrated above average managerial abilities.
