PUBLIC SAFETY BULLETIN UPDATE 12/20/07 as of 4:45 p.m.

Escapee Frank Edward Neisser CAPTURED

At approximately 1:30 p.m. today, 12/20/07, escapee Frank Neisser was captured by Bensalem and Philadelphia police departments.  He was captured at Red Lion and Academy roads while on a SEPTA bus.

Initial reports indicate that a community member spotted Neisser boarding a bus and contacted 911.  Bensalem and Philadelphia police stopped the bus and arrested Neisser.  Reports indicate he offered little to no resistance.

Neisser is being returned to Bucks County Correctional Facility by corrections investigators where he will face charges of escape as well as the charges for which he was originally incarcerated. The efforts of the Bensalem Police Department, Philadelphia Police Department and Bucks County Corrections investigators led to the apprehension.

ADDITIONAL INFO:  Neisser was boarding a bus at Academy and Byberry Roads when spotted by a community member. Contact was made with 911 at which time Bensalem and Philadelphia police and a DOC Investigator responded. 

The coordination of the following law enforcement agencies lead to the apprehension:
Bensalem PD, Doylestown Township PD, Doylestown Borough PD, Bucks County Sheriffs Office, Bucks County Detectives, Philadelphia Sheriff Warrant Unit, Philadelphia Police Department, specifically Narcotics Unit, Homicide Division, 8th, 24th , 25th and 26th Districts), PA State Police Fugitive Unit, Warrington PD and Warminster PD.

Neisser is now housed in the Bucks County Correctional Facility.
