Commissioners Appoint Assistant Director of Human Resources
A seasoned human resources professional with two decades of progressive experience, Robert T. Kelly joined Bucks County government as assistant director of human resources today following a vote during the Board of Commissioners’ April 7 business meeting in Newtown. Mr. Kelly, a resident of Warrington Township, was approved unanimously by Commissioners Charles H. Martin, chairman, James F. Cawley, Esq. and Diane M. Ellis-Marseglia, LCSW. He will commence his county duties on April 26, at an annual salary of $66,300. He becomes the second new appointment in HR leadership in the county – Meredith Dolan, who previously held Kelly’s post, was promoted to director in August 2009.
“We are extremely pleased to have Mr. Kelly join the county workforce in this very important role,” Chairman Martin stated. “We are confident that he will be a valuable asset to the 2,600 Bucks County employees with who count on our Human Resources department for support and guidance.”
“I am excited about being an employee for the County of Bucks, and look forward to the opportunity to serve our employees and residents,” Mr. Kelly commented.
Mr. Kelly comes to Bucks County after 17 months as director of human resources for the School District of Lancaster, which includes 1,400 employees. In that role, he monitored certifications, coordinated collective bargaining matters and advised the school board and superintendent on all HR-related matters. From June, 2006 through December, 2007, he served as director of human resources for the 2,000 employee Allentown School District. In that capacity, he coordinated health plan benefits that results in a cost savings to the district of $850,000.
Prior to joining the Allentown School District, Mr. Kelly was the director of personnel/human resources for the Bristol Township School District (February, 2004-June, 2006), director of human resources at Bucks County Community College (2001-2004) and human resources director at Penn Maid/Refrigerated Foods Distributors, Inc. in Philadelphia. Since 2001, he has served as a Delaware Valley College adjunct instructor in human resources and management.
A graduate of Cardinal Dougherty Catholic High School and Temple University who holds an MBA in Human Resources Concentration from the Philadelphia College of Textiles and Science and a Masters of Education in Systems/Training Design from Penn State, he is a member of the Bucks-Mont chapter of the Society of Human Resources Management (SHRM). In his spare time, he enjoys tennis, reading and jogging.
