Commissioners Name David P. Boscola County Director of Finance & Administration
During its bi-monthly business meeting today, the Board of Bucks County Commissioners promoted Acting Director of Finance & Administration David P. Boscola to the position of Director of Finance & Administration. Mr. Boscola, who has served the county Finance Department in a multitude of progressively more responsible roles since February, 1990, assumes the role formerly held by county Chief Operating Officer Brian Hessenthaler. He had served as Acting Director since April, 2010.
“We are extremely pleased to have David take this role in a full-time capacity,” stated Commissioner Chairman Charles H. Martin. “His solid financial and accounting expertise has been a key part of the county’s ability to hold the line on property taxes for four consecutive years, and to achieve our first-ever Aaa bond rating earlier this year.”
Mr. Boscola, a 1989 graduate of Bloomsburg University with a Bachelor of Science degree in Business Administration, began his career with Bucks County as an Accountant. From December, 1996 through July, 2005, he served as an Accountant II, providing accounting support and maintaining a database for over $350 million in capital assets. In July, 2005, Mr. Boscola earned a promotion to Deputy Finance Director, in which role he provided departmental financial support for all county fiscal operations and helped oversee the transition to the Lawson Budget and Planning application currently utilized for budgeting and fiscal planning.
“Our main objectives are to produce fiscally responsible, balanced budgets that provide for all essential County of Bucks services while minimizing the impact to taxpayers,” Mr. Boscola noted. “In the role of director, I will work with my staff to continually monitor approved budgets to ensure the ongoing financial stability of Bucks County.”
COO Hessenthaler thanked the Commissioners for their choice. “In my time working with David I have found him to be hard-working, professional, trustworthy and extremely knowledgeable,” Mr. Hessenthaler commented. “He played a major role in Bucks County’s attainment of its Aaa bond rating. The finances of Bucks County will be in fine hands under David’s leadership.”
