October 18 Commissioners' Meeting Features Unanimous Approval of 28 Resolutions Impacting 15 County Departments

In the midst of Fiscal Year 2018 budget preparations, the Board of Bucks County Commissioners continues to attend to the needs of the current year. On the morning of October 18, 2017, inside the Doylestown Administration Building Meeting Room, Chairman Charles H. Martin joined Commissioners Robert G. Loughery and Diane M. Ellis-Marseglia, LCSW to conduct a crisp 20-minute business session that included consideration of 29 contract resolutions. Ultimately, the board tabled one item and passed the rest of the slate with a unanimous vote, including approval of eight Human Services-related items and seven within the General Services division.

The meeting opened with Commissioner Loughery reading a resolution offering Bucks County’s support for Pennsylvania’s five nuclear power plants, which include the Limerick Generating Station in neighboring Montgomery County. Nuclear energy injects about $3.1 billion into Pennsylvania’s economy each year and produces 40 percent of the Commonwealth’s energy while supporting 16,000 jobs. Stated Commissioner Loughery: “We also resolve to offer our support for nuclear energy plants because they create thousands of jobs and strengthen our commitment to a pollution and carbon-free environment while creating a sustainable energy future for generations.”

For the County Area Agency on Aging (AAA), the board agreed to a one-year, $50,000 contract increase and extension with PurFoods LLC of Ankeny, Iowa for delivery of meals to homebound seniors through Dec. 31, 2018. The commissioners also approved several three-month extensions for drug screenings and supplies with Redwood Toxicology Laboratory of Santa Rosa, CA. Those contracts will be streamlined by participating departments and Purchasing officials in the near future.

In General Services business, the commissioners approved a $65,000 contract increase for bridge consultant services with Warrington’s Carroll Engineering Corporation. Carroll is working with the County to plan repairs and rehabilitation/reconstruction projects to many of the County’s 115-maintained bridges. In the next couple months, the official County website, www.BucksCounty.org, will feature an interactive map detailing the status of each of those bridges. Also on the October 18 agenda, the commissioners voted for a $95,378 contract with Easton, PA-based Bi-State Construction Company, Inc. for repairs to Bridge No. 329, which is located on Sterner Mill Rd. over Poquessing Creek in Lower Southampton Twp.

Continuing its focus on bridge work, the board agreed to an $8,645 contract increase with Wilmington, Delaware’s Eastern Highway Specialists, Inc. for repairs to Bridge No. 263, which is located on North Fourth St. over the Tohickon Creek in Quakertown Borough. That contract also will cover repairs to Bridge No. 352 on Hill Rd. over Threemile Run in East Rockhill Twp.

Commissioner Loughery asked to table a resolution with the Telford Industrial Development Authority to approve bonds issued by the Authority for a project on behalf of Lenape Valley Foundation. That motion was approved by his colleagues in order to give it further consideration.

In the Human Services realm, the commissioners signed off on a one-year, $170,000 pass-through from the Pennsylvania Department of Human Services, Office of Mental Health and Substance Abuse Services for treatment of opioid-related substance abuse disorders for clients of the Bucks County Drug & Alcohol Commission, Inc.

Neshaminy Manor residents will benefit from three contracts that provide fall detection and notification equipment, including a two-year, $75,248 agreement with Health-Care Equipment & Parts Co. of Brooklyn, NY.

Finally, for the Public Defender, the commissioners approved a one-year, $100,000 contract with Advancing Real Change, Inc. of Baltimore, MD to provide mitigation specialist services.

Chairman Martin also proposed three “Other Civics” allocations to help local organizations, and the board agreed to a $1,000 contribution to Advocates for the Homeless and Those in Need (AHTN), $4,000 to A Woman’s Place and $6,000 to the Bucks County Historical Society.

During his bi-monthly report to the commissioners, Chief Operating Officer Brian Hessenthaler reminded attendees that the bi-annual Medication Take Back collection will take place from 10 a.m-2 p.m. on Saturday, October 28, at 51 convenient drop-off locations throughout the county.
